Auto Abatement, Towing, and Certified Dismantling Services

1. Introduction

Hoopa Valley Tribe, through Hoopa Land Management, is seeking qualified and licensed contractors to provide vehicle abatement, towing, transport, and certified dismantling services for abandoned and inoperable vehicles located on the Hoopa Reservation.

The intent of this RFP is to select a contractor capable of safely, efficiently, and legally removing and disposing of up to 400 vehicles during the project period.

2. Project Overview

  • Project Title: Abandoned Vehicle Abatement and Disposal
  • Location: Hoopa Valley Reservation, California
  • Estimated Quantity: Up to 400 vehicles
  • Estimated Unit Cost: ~$250 per vehicle
  • Total Estimated Budget: $100,000
  • Project Period: May 2026 – May 2027

3. Scope of Work

The selected contractor shall provide all labor, equipment, transportation, and disposal services necessary to complete the following:

A. Vehicle Removal & Towing

  • Locate and remove designated abandoned or inoperable vehicles off of Hoopa Reservation.
  • Provide safe and compliant towing services.
  • Coordinate with Hoopa Land Management on scheduling and site access.

B. Transportation

  • Transport vehicles to a licensed dismantling or recycling facility.
  • Ensure all hauling complies with applicable safety and environmental regulations.

C. Certified Dismantling & Disposal

  • Process vehicles through a licensed auto dismantler or recycler.
  • Properly remove and dispose of all hazardous materials (fluids, batteries, tires).
  • Maximize recycling of salvageable materials.
  • Provide documentation of disposal (receipts and/or certificates of destruction).

D. Documentation & Reporting

  • Maintain records for each vehicle removed.
  • Provide VIN (if available), photos, and disposal verification.
  • Submit periodic invoices and activity reports.
